The Situation

The Hahamongna Master Plan, approved in 2003, included the addition of two massive soccer fields and a parking lot in the middle of the flood basin at the foot of the San Gabriel Mountains, shattering a carefully crafted compromise about the future of the area.

The Hahamongna Watershed Park Advisory Commission and the Environmental Advisory Commission both asked the Pasadena City Council to review the plan in the light of an new environmental commitment by the City of Pasadena and new awareness of the critical importance of water resources due to the ongoing drought. Meanwhile Pasadena staff has continued its work to build the fields and parking lot.

After several delays, the issue was finally addressed by the full City Council on July 12, 2010. Forty speakers showed up to state their views. Many spoke eloquently about their love of Hahamongna and its natural values. Not one supported the addition of soccer fieds and a parking lot.

Councilmembers then weighed in. It was as if the right side of the Council table had turned off their hearing aids during the public discussion, as Haderlein, Madison, Gordo and Robinson fought hard to expand the grass and asphalt in the flood basin. Councilmembers Holden, McAustin, Tornek and Mayor Bogaard tried to preserve and protect the unique natural values of Hahamongna. In the end, the Council deadlocked on a proposal to eliminate both of the planned soccer fields and the parking lot, and by a split vote passed a motion to eliminate one of the fields. Staff was instructed to continue their work in planning and building the parking lot and one additional soccer field.

The Council discussion strengthened the resolve of those who love Hahamongna to take all necessary steps to block the remaining soccer field and parking lot.

2012 Update

The City of Pasadena is preparing an environmental impact report that will include the soccer field and parking lot in the middle of the Hahamongna flood basin and filling in twenty-seven of the streamzone. Formal scoping hearing will be held in July, 2012.

Council Watch

Mayor Bogaard and the City Council need to hear from everyone who cares about Hahamongna. Make sure to contact the Mayor and your City Councilmember as well as their field representatives. The more direct and personal the communication, the better, but be sure to at least send an email right now.

The mayor is elected citywide and respresents all the residents of Pasadena.

Mayor Bogaard has a strong record of support for Arroyo Seco improvements and for Green goals for the city.

District 1 - Jacque Robinson

This district covers much of Northwest Pasadena and includes the Hahamongna area.

Councilmember Robinson asked that the request of the Hahamongna Watershed Park Advisory to reconsider the athletic fields at Hahamongna be put on the Council agenda in 2010, but caved in when the vote came to preserve the natural character of Hahamongna. It is reported that she may prefer athletic fields in neighborhoods.

District 2 - Margaret McAustin

District 2 covers Central Pasadena including the Bungalow Heaven neighborhood.

Councilmember McAusten has a planning background and chairs the Municipal Services Committee, which deals with water issues. Councilmember McAustin advocated protecting Hahamongna during the July 2010 discussion of proposed soccer fields in the flood basin.

District 3 covers Northwest and Central Pasadena. Councilmember Holden was throughful and eloquent about preserving Hahamongna when the Council discussed the proposed soccer field and parking lot last summer, providing real leadership.

District 4 - Gene Masuda

This district covers most of eastern Pasadena including some excellent sites for athletic fields.

Councilmember Masuda is new to the Council since the last discussion of the athletic fields at Hahamongna. He was elected in the muncipal elections in 2011 running as a defender of neighborhoods and open space, but has taken no formal position yet on Hahamongna.

District 6 - Steve Madison

District 6 covers much of western Pasadena and the Arroyo Seco south of Hahamongna, including Linda Vista, San Rafael and downtown Pasadena. Mr. Madison is one of the two councilmember who cover the Arroyo Seco, but didn't show much concern for its environmental protection during the 2010 Council debate on the future soccer fields and parking lot in Hahamongna, although he was effective in ensuring tha the County of LA would pursue an environmental impact report on their sediment managment program.

District 7 - Terry Tornek

This district includes much of central and southern Pasadena.

Councilmember Tornek joined the Council last year, replacing Sid Tyler, who was a strong defender of the Arroyo. Mr. Tornek has a planning background and is sophisticated about planning issues. Councilmember Tornek took a strong stance for protecting Hahamongna in 2010.
