The Meaning of Hahamongna

The original settlers of the region were sometimes called the Hahamongna Indians. The word means "Flowing Waters, Fruitful Valley" in the native Tongva language.

On Oct. 29, City Engineer Dan Rix remarked during a discussion with the Pasadena City Council that the environmental impact report (underway since Oct. 17, 2011 at a cost of $389,000) for the Hahamongna Multi-Use/Multi-Benefit Project will be restarted. This means that all of the public comment, the hours of verbal testimony, the more than 48 written comments by citizens, scientists, and by at least 11 public agencies all overwhelmingly opposed to development in Hahamongna is to be thrown away.

After watching much of the other Arroyo Seco controversies (NFL, 710 tunnel) filter through the sore ears of the Pasadena City Council, I (representing some area bloggers) asked the City Council to order an update of the Hahamongna Master Plan. The community is engaged. Timing is everything.

Many of us that care about land development policies have spent a great deal of time educating ourselves on the mysteries of effectively submitting public comment on an environmental impact report. The process is daunting for any ordinary citizen to participate in and that is why most people shy away.

The data and the public comment submitted for this project was thoughtfully prepared and curated with great effort. It should not be scrapped just because the agency/entity/city doesn't like the predictable outcome of a no-brainer question. The project that included a mix of potential good things with glaringly bad things (like building a soccer field in endangered species habitat) was what was presented for us to comment on. We did. The project was deemed a loser and now city staff is given the task by the outdated Hahamongna Master Plan to keep kicking this soggy, deflated, bloodstained ball back in our faces.
